The Right Honorable the Earl of Creme, Secretary of State for the Colonies.
I have the honor to enclose two printed memos: on a subject which has world-wide significance, especially for the Colonies and Dependencies of the British Empire lying in Tropical and Sub-tropical latitudes; where the ravages of malaria cause so much suffering and mortality, and irreparable loss to the Governments of these Countries.
Alphonso H. M. Government here has accepted copies of the enclosed memos: of 10th Feby; and 1st March, and will no doubt examine the matter locally. I think it of so much importance for my discovery to be pathologically investigated on a wider basis, and without loss of time, that I have judged it my duty to bring it directly to your Lordship's notice.
Personally, I have a very long experience of Malaria in this Colony (as a layman), which qualifies me to form an opinion, expressed in my two printed memos:. It was the accident of being obliged myself to examine the ores of Hong Kong and its dependencies, as I could get no satisfactory...
